Judicial inspectorates are responsible for supervising and guaranteeing the quality, transparency and integrity of judicial activities. The issues of importance to these services are often linked to the ethics, independence, transparency and efficiency of the judicial system. With the support of the Council of Europe’s Southern Programme, part-funded by the European Union, and the expertise of the European Network of Judicial Inspection Services (ENJIS), the Arab Network of Judicial Inspection Services (ARNJIS) was founded in Rabat in May 2022, in the presence of representatives of the judicial inspection services of Egypt, Jordan, Lebanon, Morocco, Palestine and Tunisia. The aim was to promote the exchange of best practices, manuals and useful tools for inspecting justice in the region.

Consolidated by its charter drawn up at the second conference in July 2023 in Taghazout, the Arab Network of Justice Inspection Services currently brings together the following members: Morocco, Tunisia, Egypt, Jordan, Mauritania, Palestine, Lebanon, Oman, Qatar and Yemen, with other countries expressing their wish to join.

The General Inspectorate of Judicial Affairs of the Kingdom of Morocco provides the Secretariat. The secretariat is currently chaired by the Inspector General of Judicial Affairs of the Supreme Council of the Judiciary of the Kingdom of Morocco, Mr Abdallah Hammoud.

Themes

The justice inspection services will deal with a number of issues, including :

  1. Judicial ethics: Ensuring that magistrates comply with ethical and deontological principles, emphasising integrity, impartiality and responsibility in the performance of their duties.
  2.  Judicial independence : Guaranteeing the independence of the judiciary from the other branches of government, thereby ensuring that the administration of justice is impartial and free from outside influence.
  3. Freedom of expression for members of the judiciary: Protect members of the judiciary’s freedom of expression within the scope of their duties, while respecting ethical and professional limits.
  4. Performance assessment: Put in place mechanisms to assess the performance of magistrates and the judicial system as a whole, in order to improve effectiveness and efficiency.
  5. Continuing training: Promote continuing training for magistrates to keep them up to date with legal developments, best practice and ethical standards.
  6. Access to justice: Ensuring that access to justice is fair and that all citizens have the opportunity to assert their rights before a court.
  7. Complaints management: Establish procedures for handling complaints against magistrates, guaranteeing an objective and fair investigation.
  8. Transparency: Promoting transparency in legal proceedings, particularly with regard to decisions and the reasons for judgments, while respecting the rules of confidentiality where necessary.
  9. Technologies and innovations: Integrating technologies and innovations into the judicial system to improve efficiency, while ensuring data protection and respect for fundamental rights.
  10. International collaboration: To encourage cooperation and the exchange of experience with other justice inspection services at national and international level.

These themes help to strengthen public confidence in the judicial system and to ensure that the administration of justice is fair, transparent and complies with ethical standards.
